[envs-team]updated weechat plugins

hello,

i have updated some default weechat plugins (python and perl) in our /etc/skel/.weechat directory.

your weechat config including plugins is in your home directory and has to be updated by yourself.

unfortunately I have no solution to update these default plugins for everyone because I don't want to touch your user directories.
